I am having the exact issue of this forum post in 2013:
Happening both with a in unity instalation and if i try to download it outside of unity.
Sadly however their fix did not work for me.
What would be the next steps to fix this?
To clarify i can push and pull but i can’t resolve differences because that requires cloud edition.

What version of UVCS(Plastic SCM) is installed currently in your machine? Does it happen when you try to upgrade the version? When do you receive the pop-up? Are you using on-prem server?
