Need to submit for Xbox ID program, and go to the Playstation Developer page (simple google searches could have told you this stuff.)
Xbox - Free, but needs approval: upon approval (unless it has changed) they give you 2 free dev kits.
Playstation I believe costs money.
For starters you go through the processes outlined by the PlayStation and Xbox developer programs.

At the very least both companies require you to have a registered company and some way to secure the development kits.
Once you are approved you will receive licenses for Unity Pro for the appropriate consoles.
About securing deve kits you mean pricing and solid game.

If you want to make a game for a console (like PS4 or Xbox One), you need to start by building a really good demo of your game for PC. It needs to play well with a game controller. You can connect a game controller to your PC to develop your game. You may want to grab either Rewired or InControl (both available through Unity Asset Store) to make the game controller easier to work with in your project.
Once you have a good demo of your game ready, you can show that to Microsoft and/or Sony to get a console dev kit. They won’t give out a dev kit based on only an idea for a game, though. They typically want to see a good demo first.
Another thing to remember is that getting a console dev kit means you can develop your game for that platform, but it does not mean you can release your game for that platform. You still have to submit your game for review and testing before it will be allowed for sale on the platform.
No. Secure as in protect the physical developer kit from being accessed when you are not using it. If you work from home you’ll need some way to lock the room or a safe you can stash the device into.
