I’d say 95% of them are empty, and if I recall correctly users can’t even choose them for new topics. Yet they clutter up filter lists like this one:
Even worse if you go into Preferences => Tracking and try to watch tags you’re interested in.
Anything that helps collate tags and reduce the number of total tags, especially duplicates, would go a long way in reducing the tag clutter.
As to tags with content in it (eg cm_unity_purchasing) please retag them appropriately since there’s Unity-In-App-Purchases as a tag too.
I see other options for reducing the tag count too, such as removing tags of older Unity betas since these probably bear no relevance anymore, and have few posts anyway.
Honestly, I think we don’t even need xxxx-x-beta and xxxx-x tags since both can be considered equivalent at the time of writing, and distinguishing beta from non-beta posts loses relevancy with the release of the non-beta (one can judge from the date that it must refer to an early version).
