Some blend shapes would go very nicely with this set. You could get some real quality references to create blend shapes easily.

Tom - might consider a more professional version of Putin. My thinking is - some developers may want to put the leaders in ‘statey’ situations, and the comedic Putin - though entertaining - can not easily be put behind a podium or in a Russian state room.
3D Max has a skin wrap modifier which ‘wraps’ a separate mesh (a new torso for Putin) around another mesh (existing torso) by inheriting the vertex weighting from the original mesh. After that the original mesh can be deleted and the skin wrap converted to a skin modifier - for easy swapping of mesh, skinned, vertex weighting. This allows a new mesh to be skinned to existing rig to use the same rig and animations with less effort.
I don’t know if other 3D packages have this ability - I assume Maya probably does. It is a great help when wanting to modify an existing model, but wanting to keep the same rig and animations, without having to perform retargeting onto a different skinned model onto a different rig.
Likewise - some casual models for the other political figures would be a ‘nice to have’ for developers, though probably less useful.
