Cinema 4D has polygon reduction tools.
C4Ds built built in poly reduction does a good job but doesn’t behave with uv’s. The SimpleMaker plug-in often works better. There is a pro version as well which does normal mapping and stuff. Find 'em here - http://www.c4dplugs.com/

Lightwave has QemLoss 2 and QemLoss 3. QemLoss 2 comes pre-installed with Lightwave, whereas QemLoss3 is a free download from the authors site: http://amber.rc.arizona.edu/lw/qemloss3.html. It doesn’t seem to muck around with UVs and it can do reductions based on weightmaps amongst others. I’ve used Qemloss3 heavily for poly reduction for my shockwave3d work.
