Positive Deceleration Rate

When i set Deceleration Rate something more than 1 for example 5000 in a Clamped move type after some time usually 2-3 sec my content starts to shake and then it clips back to the middle of the Scroll Rect panel. Any idea why that is happening is that a bug?

It’s been 6 years but in Unity 2019.1.10f1 the bug still exists. Happend to me before, I recreated the UI and the bug disappeard. Now I have Scroll rect (which causes the bug) and a verticle layout group inside and can’t manage to remove the bug even though I’ve recreated the ui couple of times.
