I am a professor of Game Design at a Two Year College in Texas.
Texas is starting to crack down on the use of China-based software being used in its state-run institutions like Two Year Colleges. I know that Unity is partially owned by Tencent and it has become an issue.
Who do I need to speak with in order for the college to contact Unity to ensure that are no issues.

Unity Forums (and Unity Answers) are mostly answered by volunteers not affiliated with UnityCo. Forums posts are sometimes looked-at by moderators (who I believe work for Unity), but they mostly moderate. Generally the advice given here is to contact Unity more formally, through email.
But it looks like Tencent has invested in only UnityChina – the Chinese division of Unity3D. AFAIK, every company – microsoft, IBM, Amazon – has a similar deal in order to operate in China.
