Sure.
“Preview” used to be called “Tech Stream”. It’s merely a preview of the LTS version of the editor and is supposed to indicate that it’s more stable than a beta but not yet the LTS version since features are still being added to it.
Yes, although it is not recommended. But there are no legal or other restrictions. But you won’t get support from either Unity or here if something goes sideways. You will get the “update your Unity to a stable, supported version”.
