Problem: very unstable FPS (70...700) Why?

I have a problem as in the title. Unity 4.6.5 Personal Edition.
I have a 3D project. 50 - 100 3D objects moving on screen.
And in several subsequent runs in the Unity editor, FPS is 60-70 and once again… 600-700.

Rendering time remains unchanged (2-4 ms) but changes the total time. From 1 to 15 ms.
Also changes the behavior of physics.

NO CHANGE IN THE PROJECT: 70FPS time, once 600FPS. (approximately) No intermediate states.
These same objects and screen. Without significant changes to the view …

Error in Unity or something I’m doing wrong? Someone had such a problem?
