Project only starts after completely deleting Library

After upgrading to 2019.2.0b11 from 2019.1, a large project only starts up after completely deleting the Library and then opening it (obviously resulting in tremendous wait time).

Basically, I see the message “resolving packages”, then the loading bar disappears and CPU utilization goes to 0%. Nothing happens after this (waited a couple of hours) - neither a launch nor any kind of error message.
The project opened fine in earlier 2019.1 versions (but had build issues which are resolved with 2.0b11).

Could you please submit a bug report for this with the project’s manifest file and your editor logs attached? If possible, it would also be very helpful if you could share your project in its 2019.1 state with us. If it’s not in the cloud yet, QA can provide you with a private repository to upload it to.
