IAP requires that you have products defined on Google Play. IAP does not connect to any store when running in the Editor, it just uses fake/stub methods. These links may help. The first is a fully functional Sample IAP project that I would encourage you to publish and test on Google Play, with no changes, just relink the ProjectID in the Services window. Once it’s working, then feel free to add any customization, upgrade IAP, etc. The second link are the instructions for configuring IAP on Google Play.
