Being realistic, is it possible to make a console quality(xbox 360,ps3) graphic cut scene using unity For an android app

If you have a good artist and a good scripter, you can do whatever the hell you want. But it won’t do itself with a magic button. So, yeah, you can

Alright i’m more for good quality like clear picture not blurry and Laggy so if there graphics aren’t like new video games being released for Xbox

Well, let’s see. Consoles have typically more memory and better video cards than most (maybe excluding nVidia TEGRA) Android devices. So, your answer pretty much depends.
Keep in mind that many cutscenes are pre-rendered on game consoles and played back as video, and not in realtime.

Of course, you can run a pre rendered video.
And yes, most high end android phones have around the same power as consoles IIRC and a cut scene is only a small area so yeah its probably possible real time as well, but I would go pre rendered.
Whats the difference between Pre rendered and Real Time?
Pre-rendered is like a video clip of your cut scene so then you could (providing you have pro) play the video during your game.
Real time is actually the device rendering it just like the rest of the game.
With a good technical and ‘arty’ artist you can make an absolutely beautiful cutscene with a mobile as you control where the camera looks. Bake textures, fake effects, use high cost lighting models in controlled ways. You can genuinely get a spectacular look, just just need some decent technical minded artists.
