Quest For Glory Art Style

Hi, what software could I use to create game graphics like that of Quest for Glory 4? Are they vector graphics converted to bitmaps? I would like to use a software other than photoshop though. I am considering Aseprite, GrafX2, and Pyxel Edit. However, I can’t achieve the same effect as below with that software.

It is hard to say exactly how they achieved this look. It could be straight pixel art, vector to pixel art, or, what seems most likely to me, scanned-in images of physical colored pencil drawings that may have been drawn over on the computer. But keep in mind that this game was made in 1993, so the developers were probably did not have access to the robust graphics software that we have now.

I use Photoshop personally, and have a little bit of experience with Pyxel Edit and Gimp, but I think any modern program will let you achieve these results.

I have started to use Photoshop, and found that I can achieve a similar effect by rendering each layer. Here is an example.
