–Ideally the iteration would work within the device and on any sort of simulator so I could work with passthrough camera input

I believe you currently need to make a build if you want passthrough visibility and plane detection.
We are working with Meta on getting Quest Link to a stable enough place that we can release AR Foundation support for it. For now @FarmerInATechStack is correct that you will need to build to see passthrough working through your headset.
Depending on your testing needs, XR Simulation might be another option for you test: XR Simulation | AR Foundation | 5.1.5
It’s also worth mentioning Meta Quest Simulator, although we haven’t even tested this yet ourselves: https://developer.oculus.com/blog/boost-iteration-efficiency-meta-xr-simulator-experimental/
