Question for App Developers

I am in the midst of developing a website that users use and earn points on.
After earning points, they will spend those points on virtual purchases (e-books, apps, etc)

I know app developers are offered a specific number of “app coupon codes” for their app after listing.
Is it realistic for app developers (you) to release X number of those app coupon codes to a website like mine for advertisement of your app?

Pretty sure app promo codes are prohibited from being “sold” by any means, whether the currency is virtual or not. I’d have to double check the wording of the developer agreement to know for certain, but my spidey-sense tells me such a thing would be frowned upon.
