I’m new to Unity and want to know if I need to redownload and reimport assets for one project that I want to use in another? Can I simply drag and drop the needed assets into the new projects Asset folder?

Yes you definitely can copy and paste from a previous project. I have done this plenty of time to use older versions of assets.
