From there they banned me for a week, I’d like an investigation / any way to report a mod.
I mean… the forum has rules (that you should’ve read) and you, apparently, broke one of them. Mods won’t ban without a valid reason.
Account sanctions are usually not publicly discussed here. Contact the mod directly and sort it out with him would be my advice, though all moderator decisions are usually final. Hence, just live with that one week ban and move on.
Myself I was contacted in past multiple times, when someone proposed a job.
Nothing Unusual. Normal business.
However, my pure speculation in the case of OP, is that message content was constructed in spamy way. And may have been interpreted that way by readers. It is possibility that people you sent message, reported suspicious content. Which triggered mod attention.
I have not seen your job offer, so I just assume here the case. I would suggest to work on a form, how job offer is conveyed.
You were warned for spamming users who reported you for contacting them via DM. Do not just send links, contact the developer directly with a conversation. They reported you, because you were contacting them with a non-commercial job when their post clearly said it was a paid job. That is spam, and not appropriate.
Now, you should have just left it at that, or politely asked for more information, rather than griping and name-calling which got you your second warning. (act like an adult if you don’t want a perma ban). Two warning get you timeout, one more gets you a perma ban.

Read and follow the rules, read the posts you are replying to carefully, post in proper forums. (read the rules for those forums). And when interacting with ANYONE on this forum, do not name-call or be a jerk. Doing so will get you a warning.
TO BE CLEAR FOR EVERYONE:
If a user is seeking a PAID position, do not contact them with ANYTHING else (shares/barter/etc). that is SPAM and frankly rude and and if reported will earn you a warning.
I have to reiterate what zombiegorilla has said. I don’t feel he has been out of line and I’m not in a position to suggest any action needs to be taken on him.
