Run VR-game on PC from handmade launcher

Hello everyone, I am developing a VR simulator for emergency services and this is my first VR project

I created a launcher using WPF and C#
I created a test VR project in Unity

I need the builded unity application to be located on a PC running Windows and this app must run on this PC. But the user must train using VR device (Oculus Quest 2 connected by Oculus Link cable)

All this should work without network connections, without the Internet and without third-party software like SteamVR

(If something seems strange, I just follow the technical task)

Is it possible to do this? What should the build settings be? In what direction should I look for information? Perhaps someone will provide links to information that for some reason I did not find or did not understand?
