Seeking for the perfect licensing system

Got an idea of Unity license improvements:

  1. Some users could pay for PRO the full 1500$ one time sum, but for all the platforms.

2.Other users that don’t have the money or don’t want to risk, take the second option:
They release their PRO game, sell it, and they pay to Unity a percent of their sales, until the 1500 sum is filled. After that, they have full PRO license, and they don’t need to pay the fee anymore.

Other ideas ?

They’ve already said they’re not interested in revenue share, people aren’t honest about it and unity doesn’t need to be chasing down thousands of people to make sure they’re following the rules.
