This card was posted on the Roadmap in March 2021 and actually is still ‘in progress’.
What’s the status of this feature? Can we get some ETA?
Can we expect Shader Graph support for Unity terrain features like instanced rendering and per-pixel normals?

Our 3D World Building public roadmap was recently updated, you can find out more about it in this forum thread .
Shader Graph support for terrain is actively being worked on, although our exact included features and ETA is not final.
If you have any specific feature requests, feel free to request via the forums or the roadmap feedback feature.
I’ll keep note of the instanced rendering and per-pixel normal support request!
