Shortcut Cycle Tool Modes

Hello !
I wanted to use the shortcut “Cycle Tool Modes” but I can’t figure out how to make it work.

I don’t understand what is “Tool Shortcut Context”. I understand what contexts are for, but not this one. Anyway to make this works ?
