Skewing Geometry, Shaping Lights

I haven’t been able to find a proper approach for this problem, so I’ll ask here. Is it possible to skew geometry, more specifically deform and scale it non-uniformly and on only certain parts of the model. For example, turning a cylinder into a cone?

Is it also possible to non-uniformly scale or otherwise deform lights, or can this only be accomplished via a cookie?

Finally, is it possible to have a light, like a camera, to have a ‘near clipping plane’, where it does not shine within a certain distance of it’s origin?
