Skinned mesh not working properly in Unity URP

My skin weights seem to loose their smoothing in certain areas in Unity. (Se right image)
Mesh imported from Maya.
Ive already made sure that the skin is limited to 4 bone weights as per Unity standard.
Ive also tried increasing bone influence in Unity with no effect.
Both mesh and rig have had their tranforms freezed and reset with all history deleted.
Tried normalize weight and both enabling and disabling it with no effect.
Problem seemed to mostly affect the base joint so i also tried adding another parent joint and reskinning but still no change.
Even tried rebinding the skin without hand painting it afterwards it but still the problem remains.

Figured it out! Problem was limited to URP no matter the version of unity. Turns out standard Quality for URP settings clamps the bone weights to 2 meaning import setting had little to no effect. All you have to do is turn it back up!
