Skippable after 2 seconds always adds extra 5 seconds with second screen

I’m using Unity Ads, and our app, a simple match-3 game, is directed to all ages, including children. I’ve set the age designation and everything in Unity as best I can, only showing contextual ads etc. But Google Play rejected our app because it said our interstitial ad wasn’t skippable after 5 seconds and that’s a requirement for apps directed at children.

Now, our interstitial ad settings were set to be able to skip after 5 seconds, I set it to 2 seconds, but the problem is that every ad seems to go like this:

  1. Ad starts showing. After 2 or 5 seconds (depending on the setting) a play or fast forward button appears in the upper left corner, which appears to be for skipping. But, when you press that you get to…

  2. Second part of same ad! Now another video, about the same game starts showing, and this time there’s an X in the upper right corner, with a line being drawn around it which seems to always take 5 seconds, no matter what we do!

So this whole thing always takes longer than 5 seconds, and also having to press Skip twice seems wrong! Have we setup or ads wrong, or are we misunderstanding how this is supposed to work? It’s very annoying since this is literally the last thing standing in the way of getting our game out!
