what did you change?
Create new slider. Change “Fill” image type to “Filled”. That’s it.
“Horizontal” method is optional, it happens with any method for me.

If I set sider itself to “Filled”, fill image still keeps stretching, instead of filling.

How’s your slider configured?
When I do like you said, and replace fill image with my own, it keeps stretching, while i need it to simply wipe.

Isn’t it just a bug which should be reported? As it works totally fine unless you hit 0.
With an image that uses a fill type “filled”, the fill refuses to display itself after setting it to 0 in script. The value changes but no fill appears on screen until the fill slider is clicked manually in the inspector. These things might very well have something in common.
