This is a really sad news http://help.apple.com/itc/apploader/#/apdS73193199. Since 12th September, Application Loader 3.7 no longer supports in-app purchase delivery.
Do you know an other way to do it?
Yes, as the link describes. You would want to use iTunes Connect instead.

You mean to upload the product list through an application? Unfortunately no, currently you would want to add the products through iTunes Connect. How many products do you have?
