Some lights do not cast shadows

This is a subject that I have not been able to understand and solve for a long time. I have only been working with Unity for 6 months, but this is a problem that I have not been able to solve and that I have not been able to find on the forums. What is wrong with these lights? Why do some lights have a lighting area while others do not?

I created a lightmap to solve the problem, but the lightmap does not give good enough results. Some parts have meaningless lighting and some parts have meaningless dark areas. WHAT AM I DOING WRONG?

Update. The problem has been solved but the lights range value was reduced from 50 to 15. But why is this happening?

URP has a maximum of 8 lights affecting any one gameobject - that is influenced by range. You might be hitting the limit Unity - Manual: Light limits in URP
