Spline Mesh : best tool and optmization?

Hi guys!

I’m looking for an efficient way to create this object in Unity (for PC game, not mobile). I’d like also the splines to be at some point discontinuous and animated. The object must be 3D and I plan to add many more objects like this one into my scene so it has to be as optimized as possible.

Which tool do you think I should use? Should I create the spline in another software and import them to Unit? How far can I push? 100k splines? 1M? 10M?
