Does the stick deadzone processor do nothing or did I just set this up wrong?
Testing with a switch pro controller over bluetooth and no matter what, it always registers as “Performed”

There’s no “performed” for analog controls, or rather, it gets called all the time. Look at the ReadValue() result for the inputaction, it should stay 0 throughout the deadzone.
It uh… Does performed for analog controls. And uh… It does not output 0 throughout the deadzone. Clearly there’s something different between our versions/configuration.
My Unity: 2019.4.12f1 (LTS)
Input System: 1.0.1
Yeah I meant that, analog control gets performed every time it changes, which, unless you have “filter noise on current” turned on in your input settings, is basically all the time.
Hmmm, well I turned that setting on and I’m still experiencing the same result. ¯_(ツ)_/¯
