How can i stop a child of a parent re-sizing once the parent resizes?

1I don’t know of anything built in, but at runtime you could manually invert the child’s scale when you change the parent’s scale. if you multiply parent scale by 3, multiply the child scale by (1 / 3), etc.
Agreed. Transforms in hierarchies are meant to propagate down to children. You'd expect if you rotated a parent it's children would rotate. The same behaviour is true for scale.
