Survival instinct, hunter sense effect

Hej,

can somebody please point me in the right direction on what to research when I want to achieve an effect like in the images below, which desaturates the image, but highlights certain objects? I’am kind of stuck wether I should look into an image effect, replace materials/shaders when the feature gets used etc.

Any pointer highly appreciated.
