Experiment with Temporal sharpen settings

Your history sharpening is very low, increasing that will help this exact case.

Also with newer versions of HDRP, consider tuning a bit the blend factor in the advanced settings.

I am working on a scene construct with two camera, one static one dynamic, and I found this taa limitation. Finally I use keep alpha + graphics composite to mix two RT together to skip the blur. Skybox is really basic function. Adjust taa config make the skybox better but not enough, hoping for better solution.
