Tangent velocity is expressed in terms of a coordinate system centred on the surface of the object, with the Z vector pointing along the surface normal, and the X vector pointing (I’m pretty sure) in the direction of the surface tangent. On the ellipsoid, the normal is always straight away from the centre of the ellipsoid (which is actually incorrect), and the tangent points clockwise around the vertical Y axis of the emitter. On a mesh emitter, the normal and tangent vectors are defined by the mesh itself.
