Terrain LOD and waterplane when zoomed-out

I’m doing an RTS in which you can switch your camera to a top down view and zoom out (like Supreme Commander) and pan around the map.

Problem is my terrain starts to look choppy against a water plane at a distance. I assume this is because of the LOD, but not sure. How can I adjust to make this look better?

I suspect that you’re having the classic Z-fighting problem: if the terrain contour flickers when you move the camera, it’s probably a Z-fighting case. Have you altered the camera’s near and far planes? Usually a near plane 0.3 or greater works fine; the far plane isn’t so critical, but an immensely huge value may also cause the problem.
