Our animator has connected the additional bones for Skirt to Bip001_Pelvis. In Rig Configure of Unity, the Bip001_Pelvis is displayed as shown in the image below. Some rotation animations are in malfunction. Any problems in the bone setting?

Your question really isn’t composed very well or I’m not understanding correctly.
I think the fix for your “rotation animations are in malfunction” problem may be caused by the biped pelvis setting.
Change the biped pelvis parent - in figure mode - under structure drop down - uncheck triangle pelvis. This will parent the legs to the pelvis instead of the bottom spine bone.
Re-export into Unity and process the character as before. See if that fixes the problem.
Rigs created with biped with both legs parented to spine are problematic, Mecanim humanoid rig expect both legs to be a child of hips transform.
Simply assign Bip001 Spine as your Hips transform.
