when i try to bake the lights in my scene for some reason they only bake specific lights and areas
. everything is set to static, i turned compression off, i cleared the baked lightmaps, i remade the light but nothing is working, any ideas?

Take a look at the texel validity and UV overlap views. Do you see a bunch of red? Unity - Manual: Debug Draw Modes for lighting reference
