There was a problem parsing the package

I’m having a hell of a time building a project for Android for the past week and a half. I’ve even gone back a few version where an Android apk was supposedly successfully built and installed.

Currently, when I attempt an install I get the following error: “There was a problem parsing the package.”

The Minimum API Level is set to Android 9.0 ‘Pie’ (API level 28).
The Target API Level is set to Automatic.

I have installed Android 9.0, 10.0, 11.0, 12.0, Android API 32, Android API 33.
I have installed SDK Build Tools 28.0.1 through 30.0.3 (31.0.0 through 33.0.0 cause a Gradle build error).

I have no problem building an apk that will install with a fresh project.

I’ve seen some posts regarding this topic but none of them have provided a solid solution to this issue. I’ve read and tried using some of the suggested solutions with no success.

What am I doing wrong here?

Someone please point me to a resource with a viable solution.

simple solution is to create custom manifest.xml
In Project Settings > Player > Android > Publishing Settings > Build, select Custom Main Manifest.
Apply the following changes to Assets/Plugins/Android/AndroidManifest.xml:

Add the android:exported attribute to the tag:

 <activity android:name="com.unity3d.player.UnityPlayerActivity"
           android:theme="@style/UnityThemeSelector"
           android:exported="true">
     <intent-filter>
         <action android:name="android.intent.action.MAIN" />
         <category android:name="android.intent.category.LAUNCHER" />
     </intent-filter>
     <meta-data android:name="unityplayer.UnityActivity" android:value="true" />
 </activity>
