"there was an issue creating the organization or repository please try again later unity" error

this is my first time using unity. im using unity hub 3.9.1 and unity 2022.3.51f1. everytime i try to make the unity version control it threw this error message: "“there was an issue creating the organization or repository please try again later unity”. is it because of the unity/unity hub version? thank you.
