Tile Palette Editing is broken

I am finding it really difficult to edit existing Tile Palettes. It seems the workflow to edit one is to:

  1. Select the tile you want to alter (in the Tile Palette)
  2. Click EDIT in the Tile Palette
  3. Then you can move the tile, but I cannot paint in the palette with the tile - Why not?

Never mind. The use of the “Select” tool is just not intuitive and to accomplish what I wanted to requires select the tile in non-edit mode, then switch to edit mode and use the Brush tool.
