Sorry for my ignorance but I am trying the new Unity 4.3.4 version for Windows and now I have to available to IOS build option in this Unity version,
Since I am interested in buying a Mac mini to do MAC builds with Unity but now maybe I have not buy this new MAC , for it What are the diferences to build MAC projects from Windows or MAC?

You can build your games out to both platforms both on Mac and Windows, however you cannot run the builds of another operating system to test the build.
For example if you use Windows to build for Mac, you can only run that build on Mac.
If you use a Mac to build for Windows, you can only run that build on Windows.
The exception to this is iOS builds, which require Mac to build (and test)

Finally I would like to ask you about one warning into IOS build player settings, named Static Batching, I got the following warning
Static Batching requires IOS Pro license.
What do Static Batching means?

The windows version of Unity allows you to create the Xcode project that you need when building an iOS app. This Xcode project will need to be copied across to a Mac, loaded into Xcode and the build performed there. You cannot publish from Windows.

To repeat what Graham said if you didn’t understand what he said - What he means is that you can ‘build’ an iOS version of your game from Windows, but you cannot transfer/upload it to your iPad or iPhone and play the game.
You can build the iOS version from Windows, but you will need to open the files that it creates in Xcode, inside a Mac.
Does this make sense?

Yes, I do and my only conclusion is that to build and test Unity games for Windows and Mac I need to have both Windows and IOS machine…
