To use or not to Use Application.targetFramerate in a game?

What is the most effective way of doing it:
To using Application.targetFramerate and limit the game framerate

OR

don using it which mean letting it to run it as fast as possible

Well, it exists for a reason. There’s no point in a game running 300fps with the corresponding heat and fan noise, considering that screens will only update 60fps-120fps at the most.
