Greetings,
I wish to create some basic electronic music for my game and found Music Maker Jam which is an awesome tool, but for my country’s (and my) financial standards it is waaay to expensive to get licences for commercial use.
So the question, can someone recommend some tools so I can make my basic loops and from those some simple music?

LMMS is likely your best bet. It is free software, and is more than capable of what you want.
If you have a Mac or iPad, GarageBand is free.
Reaper is free if you can put up with a naggy dialog on startup.
Ableton Live Lite is usually included with a lot of audio gear, and people who collect that stuff might have spare keys to give away. It’s pretty close to the intro edition in features nowadays.

Yep. Lmms is a really good one and it’s free too.
And you can make simple and complex music and sounds with it too.
The other DAW’s mentioned, are also really good.
And since you’re making loops, if you want a good audio editting software
to help edit loops properly, then check out a free software called audacity.
There is even a portable version of audacity, that can be carried around on
your pen drive.
