I don’t know about a tutorial specific to that, but there is nothing very difficult happening in that video — you could do this with sprites, or with simple 3D models.
If you don’t know even how to get started, then start with the simplest beginner tutorials on the Learn site (follow the link at the top of this page), and dig in! The techniques you learn in one game will apply to the next game as well, and ultimately to the game you want to make.
If you’re already past the beginner stage, then what in particular are you stuck on with regard to this game?
Sounds like a twin stick shooter. I’ll eat my hat if YouTube doesn’t have a dozen decent two stick shooter tutorials already.
And my hat has feathers, so I’m pretty dead set against eating it.
