Hello, how do I go about doing an avatar that has a trailing shine glow around its border that’s animating in circle? Something like the avatars in mobile legends?

You might try doing it in 2 steps:

• create the rotating glow, like a radar sweep
• then apply a mask to that sweep that matches the border
