Basically, I’m pretty sure the people at Unity removed the UI for these things. Maybe it was an accident? idk. But anyway, there would’ve been no reason to remove it, and it doesn’t help when you’re trying to add modules to an editor version you have. I’d appreciate any help and I’m begging the Unity team to change it back.
What version of the Hub?
In 3.10 on a Mac “Add Modules” is where it’s always been (click the cog icon):
Yeah, I have the same version but on a PC, and it’s not showing up when I click the cog so it might be a PC specific problem.

Try un- and reinstalling the Hub. “Add Modules” is there for me on Windows as well.
It’s still the same after I followed your steps, and also a few of other things stopped working after I did this as well, such as the editor being unable to decompress project templates, making the ability to create any new projects impossible.
