Unable to download "disabled" assets?

“Asset Store does provide refunds for cases where we remove content due to IP infringement, and in most cases, emails are also sent to affected users. Not all content that is removed has been removed due to IP infringement. “Deprecated” content means either Unity or the publisher has removed the content. “Disabled”, where a user can not download the content, means it has been disabled by Unity. IP infringing packages will be “Disabled”.”

This honestly raises questions.

1. What other reasons are there for Unity to “remove”, aka disable content?
   “Depreciated” can still be downloaded if you have bought it, so it’s not what we’d call “removed”.
2. Will Unity refund all assets that are not downloadable anymore?

Unfortunately I too suspect that the answer to the second question is simply no. According to “Asset Inventory” I have all those disabled:
But I only have received two emails regarding refunds and I am confident I would have noticed money being sent back to my paypal this often.
