Unable to re-enable Post-Processing in WebL

Hello, so it USED to work. I ported my entire project over from a windows build and the first few builds to webGL worked fine, then it just stopped and I haven't been able to re-enable ever since.

Version 2.3.0
Unity 2019.4 <-- just updated hoping this might be resolved

I even made a separate test file to verify WebGL was compatible with what I was doing, and all post processing effects worked fine. I just can't get it to work again in my current project.

I've uninstalled the package and reinstalled it, removed all the post processing components, and re-added, made new profiles, but nothing is turning it on.

Would love some assistance here.

So the issue for me was that the Post Processing Layer was set to Nothing instead of Everything.
