I had this problem when I already had VS installed but it was an older version. This caused the updater to try to run, but somehow fail during the update.
I fixed the problem by clicking Continue when the VS installation fails, and letting it finish. Then I downloaded the VS installer from Microsoft which was able to update VS successfully.
