Unity 2017.2.0b2 - Can't enable the UI object if it initially off

Hello, and sorry my English.
My problem is that if you create a UI object and disable it in the editor, it can’t be enabled from code.
If this object is initially enabled in the editor, then it can be disabled from the code.
Is it a bug?

It works on 5.6.2xf1.

We have a fix that just needs backported it will come.
