Unity 2019.1f2 / HDRP 5.13 - Baked Shadow Artifacts in Editor and Build (PC/PS4/XboxOne/Switch)

Currently we are having an odd problem with our shadowmasks. Currently flying through our map our shadowmasks flicker in and out and appears to have massive artifacts. Problem started to occur when we updated our project to 2019.1

Our scene is baked with 1 Directional light set to mixed, with lighting mode set to shadowmask.

So we finally found out what was causing the issue. This problem occurs when SRP Batcher is enabled, once we turned it off the problem dissappeared.
